Denis is a Partner of the company with over 15 years of senior management experience in the public sector, large-scale urban project structuring and governance, and change management across Russia, the Middle East, and the CIS. From 2016 to 2023, he served as Chief Executive Officer of the Moscow Urban Forum.
Denis’s portfolio includes more than 50 successfully delivered projects in urban and spatial development, including collaboration with international organizations such as UN-Habitat, the World Bank, the OECD, and the Urban Land Institute.
His key initiatives include the structuring and launch of a new public authority responsible for managing preparations for Expo 2030 in Riyadh; the transformation of urban services and the development of Dubai’s public space strategy; the establishment and launch of the Norilsk Development Corporation; the concept for the creation and development of a Special Economic Zone on Russky Island; the AzMobility program in Baku; and the functional zoning of the Sea Breeze resort city in Baku.
